Vehicles Fitness To Be Tested Through ATS From 2023

The central government on Sunday has developed a proposal to introduce some changes to test the fitness of vehicles that are more than 15 years old. According to reports, the Ministry of Road and Transport has sent a proposal to the central government on March 25, 2022, regarding some amendments in the rules related to “Recognition, Regulation and Control of Automated Testing Stations. The notification regarding the amendments in rules and regulations for vehicles fitness were published earlier in September 2021. 
 
 
The draft focuses on considering the factors like determining the eligibility criteria for stations conducting the fitness test, automatic transmission of test results from equipment to the main server, enabling the vehicles registered in one state to undergo the fitness test in another state, and the criteria for declaring the vehicle’s end-of-life.
 
Speaking about the ATS it uses various automated equipment to conduct different tests necessary for checking the fitness of a vehicle. The new draft sent by MoRTH proposes to include a few new tools to conduct fitness tests of electronic vehicles. According to the sources of government, the implementation of proposed amendments will standardise the format for test results and make the process of testing simple and easy.
 
 
An ATS uses mechanical equipment to automate various tests that are required to check the fitness of a vehicle. The draft notification has proposed the addition of certain new equipment for the testing of electric vehicles. The government claims that this would standardise the format for test results and promote ease of doing business.
 
In its statement published in 2021, MoRTH had said that state governments, companies, individuals, and associations should be authorised to establish ATS for conducting the fitness of both personal and public transport vehicles. These centres will be connected to the National Vehicles Scrappage Policy. This new policy will help in the removal of unfit and polluting vehicles and encourage a circular economy.
